The public transit in Rotterdam is a combination of a small but efficient underground metro (two lines, one running north/south from Centraal Station and the other running east/west, with a central connecting hub at Beurs), a tram system that runs at grade on rails in dedicated transit lanes, and buses, including electric mini-buses.
The bicycle infrastructure here and in Holland in general is arguably the best in the world. A typical street section includes pedestrian pavement, bike lane, bike parking/traffic buffer, vehicular circulation, tram stations,and tram tracks.
