A direct response to the devastation of Hurricane Katrina, the Inner Harbor Navigation Canal Surge Barrier project is the largest design-build project in the history of the US Army Corps of Engineers. Though the press language describing the hurricane characterized the event as the result of the failure of levees, the flooding was actually the result of breaches in the floodwalls that surround the city.
