New Orleans has a culture all its own, which was put in jeopardy when Hurricane Katrina hit the city, not just because of the force of the natural disaster, but because of how local and national resources were mismanaged. Now as portions of the city need to be rebuilt, that culture is at risk again as planners, developers, and politicians look to capitalize on the impending building boom. Will the city be rebuilt as a cartoon of its former self—a cheaper, sanitized, safer version? Or can New Orleans be a platform for a new (or old?) approach to urban planning that invests capital to foster culture?
